Two of GCap's former stations have been found in breach of Ofcom's rules. Both Invicta FM and Power FM conducted competitions unfairly, according to the regulators. Radio Ramadhan (Bristol) in breach with Ofcom

A 28-day Restricted Service Licence (RSL), which was awarded to a station in Bristol to celebrate the holy month of Ramadhan has come in breach of rules and regulations set by broadcasting governing body Ofcom. Ofcom said it received a complaint from a listener who was offended by comments made by presenters on two separate occasions on Radio Ramadhan. Ofcom had requested Radio Ramadhan to send out recorded material for it to be reviewed, however the station said it was unable to provide copies of the material broadcast, due to a technical failure of their recording equipment. Ofcom said, "In the absence of recordings, we were unable to investigate the complainant’s concerns further. It is a condition of a radio broadcaster’s licence that it has adequate procedures in place to ensure that it retains recordings of its output for 42 days and provides Ofcom with any material on request. Failure to supply the recordings for the 11th and 12th October 2007 is a serious and significant breach of Radio Ramadhan’s licence. This breach will be held on record." (more)

When Lord Reith set up the BBC World Service 75 years ago, he anticipated that the programmes would be “neither very good nor interesting”. However, the once-colonialist proposition seems to be as durable as ever and, if anything, it is expanding. Metro Radio has been found in breach of its licence after a complaint about Alan Robson's Night Owls. A listener complained to the station that he had been treated unfairly in the broadcast. Recent commercials running on Hertbeat FM for Stevenage Borough Council prompted one listener to complain that the content was 'pro-council', possibly offering support to the ruling party, and inappropriate for broadcast during the pending period for the local elections. The ads were run on May 4th, during an election period. Two of them opened by saying: "75% of you said youre happy with Stevenage Borough Council services and 81% said you find their staff helpful. The other advertisement stated: Since Stevenage Borough Councils new website went live in January, more than 82,000 people have logged on from Stevenage and all over the world. Each advertisement ended with the strapline: Stevenage Borough Council making access to Council services easier, followed by a contact detail (telephone, textphone or web address). (more)
