Newincco 166 Ltd began life back in 2002 when the ITV Digital DTT service ceased transmissions. The ITC asked for interested parties to submit proposals for prospective multiplex operators. The company, founded by ex-BSkyB guns David Chance and Ian West, submitted a joint bid with ITV and Channel 4 to run services under the name Freeview Plus.

The bid failed, but the company became what we know today as Top Up TV.
